Representative Dr. Saleh Al-Shallahi affirmed that activating family protection is a legitimate requirement, through the enactment of supporting legislation based on constitutional foundations, explaining that the Constitution concerned itself with the family and the child, and stipulated in its ninth article that the family is the basis of society based on religion, morals and patriotism, and the law preserves its entity, strengthens its bonds and protects in Her shadow is motherhood and childhood.

Al-Shalahi said, in a press statement yesterday, “A number of deputies submitted a proposal for a law to amend Article 55 of Law 21/2015, regarding children’s rights, to reduce working hours for working mothers who take care of their children, pointing out that the amendment stipulates setting working hours for the mother. A worker who takes care of her child from 8.30 am to 12.30 pm, and if working in the evening shift, two hours of working hours are reduced, without entailing any reduction in wages. He stated that the proposal aims to give a working mother some time to take care of her family, indicating that the lesson is not in the number of working hours, but rather in productivity.

The proposal submitted by Al-Shallahi, Khaled Al-Otaibi, Dr. Badr Al-Mulla, Dr. Abdul Aziz Al-Saqabi, and Shuaib Al-Muwaizri, stipulated in the first article that the text of Article 55 of Law No. 21 of 2015 be replaced by the text “A working mother who takes care of her child shall limit working hours from 8 :30 to 12:30 for the morning shift and a two-hour reduction for the evening shift, and this does not entail any reduction in wages, while the second article abolished every provision that contradicts the provisions of this law.

The explanatory memorandum stipulated that the constitution concerned itself with the family and the child in Articles 9 and 10 of it, affirming the recognition of the inherent dignity of all family members and their equal rights, believing in fundamental human rights, the dignity and worth of the individual, the desire for social progress and raising the standard of life without any kind of discrimination, and affirming that childhood has the right In special care and protection, and that the family, as the first basic building block in society for the development of children, should be given special care to be able to fully carry out its responsibilities, and that the child should grow up in a family environment in an atmosphere of care, care and comfort, and raise him in a spirit of ideals.

Because of the child’s physical and mental immaturity, he needs to pass special legislation to provide him with the necessary legal protection until the end of his childhood stage. Given the child’s weakness and helplessness, society, the family and all state institutions are responsible for his care and protection, and in consolidation of the provisions of the Constitution that accord special care to the child and in implementation of the international treaties that they have concluded The State of Kuwait regarding the rights of the child, and stemming from these moral and social principles that the constitution is keen on as part of the entity of Kuwaiti society, the amendment came to the law and defines the working hours for the working mother in order to be able to care for the child and the correct education, and to confirm the duties of the state, society and family towards providing the special requirements of the child Raising awareness and ensuring his rights and not being violated in accordance with the provisions of this law.
